MINUTES OF MARCH 13, 2008

 

               

                Council President, Steven Schwenk at 7:30pm, called the Schwenksville Borough Council Meeting March 13, 2008 to order.

 

Present: Steven Schwenk, Rudy Micsko, Arthur Fairclough, Ray Yeanish, Lee Ann Miller and Mayor Joe Giunta.

 

 Absent:

               

PLEDGE OF ALLEGIANCE:  By the assembly.

 

 

Mayor Giunta administered the oath of office to Lee Ann Miller for Borough Council

 

Nomination for Zoning Hearing Board to fill the position after the death of Katherine Schmidt.  Arthur Fairclough nominated Harry Phillips seconded by Rudy Micsko.  All were in favor.

 

 

 

MINUTES:  Dispense with the reading of the Minutes of February 11, 2008 and February 14, 2008. MOTIONED BY RAY YEANISH AND SECONDED BY RUDY MICSKO.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF February 11, 2008 and February 14, 2008. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

 

Approval of the Minutes of February 11, 2008 and, February 14, 2008

 MOTIONED BY RAY YEANISH AND SECONDED BY STEVE SCHWENK. IT WAS VOTED TO APPROVE THE MINUTES OF February 11, 2008 and February 14, 20008. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

EXECUTIVE SESSION: at 7:36pm Council, Borough Manager, Solicitor and Mayor went into an executive session to discuss a personnel matter and a matter of potential litigation on a non personnel matter and that no decisions were made and that Borough Council has decided to schedule another Executive session on Monday March 17, 2008 at 7:03pm at Borough Hall to discuss potential litigation and any other items that are appropriate within the Executive session.

Treasurer’s report:

 

Bills totaling $30,016.77 have been paid from the General Fund

 

Bills totaling $1,091.34 have been paid from the Liquid Fuels Fund

 

 

MOTIONED BY RUDY MICSKO AND SECONDED BY ARTHUR FAIRCLOUGH. 

IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.

ENGINEER’S REPORT: Final paperwork is being gathered for the Perkiomen Trail Gateway project. Potential start date is April 1, 2008.

 

 

SOLICITOR’S REPORT:  Ordinance #348 to join PIRMA, this is for Insurance for the Borough and the Fire Department.

 

 

MOTIONED BY RAY YEANISH AND SECONDED BY STEVE SCHWENK TO ADOPT ORDINANCE #348 TO JOIN PIRMA.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

A zoning hearing is scheduled for March 20, 2008.

 

1.                    176 Main St. to make the building into 2 units.

2.                    315-319 Main St. to change the office back into an apartment since he has not been able to rent the space as an office.

 

 

176 Main St. discussion was held about converting it into 2 apartments and eliminating the Commercial space.  Bob Brant will send a letter to the Zoning Hearing Board to leave the property Commercial.  Motion by Steve Schwenk and seconded by Lee Ann Miller.  Vote was 3 yes and 2 no.

 

POLICE REPORT: Chief Timothy Hoppes

State Police Calls for February 2008 – 16

                              Schwenksville Police calls for February - 24

 

On going investigation of male and female driving by the school and taking pictures of the children.

 

New web site address is schwenksville-pa.org.

 

FIRE COMPANY REPORT: Jim Keyser

February report – 12 calls 70 men in service 6:12 minutes in service.

 

 

Easter Breakfast 7am until noon.

 

 

May 8, 2008 will be having housing for the new truck at 7:00pm

 

 

September 6, 2008 is scheduled for Community Day with Movie in the Meadow.

BOROUGH MANAGER REPORT – Bob Umstead

 

 

Resolution 2008-04 for the Tax collector to issue tax bills and tax certifications for a fee of $5.00 and $15.00.

 

MOTIONED BY RUDY MICSKO AND SECONDED BY STEVE SCHWENK TO ADOPT RESOLUTION 2008-04.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

An application for a Univest Credit Card at 9.9% interest, and no annual fee. 

 

Resolution 2008-06 AUTHORIZES THE Borough to open a credit card account with Gail Phillips and Bob Umstead as the users with a $500.00 limit and zero on cash advances with $2,000.00 credit limit.

 

MOTIONED BY STEVE SCHWENK AND SECONDED BY RUDY MICSKO TO ADOPT RESOLUTION 2008-06 FOR THE UNIVST CREDIT CARD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Perkiomen High School Prom Committee has asked for a donation to help with the after Prom party held at the high school. 

 

MOTIONED BY ARTHUR FAIRCLOUGH AND SECONDED BY LEE ANN MILLER TO MAKE A DONATION OF $100.00 TO THE PERKIOMEN HIGH SCHOOL PROM COMMITTEE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Bob reported that the traffic is flowing better on Main St.  The timing on the traffic lights was not set at the proper times.  This has been fixed by Armor & Sons.  We will also be getting an estimate for the signal lights at Perkiomen and Main.  We will also have a contract with them for regular maintenance.

 

COMMITTEE REPORTS

 

STREETS AND ROADS: Ray Yeanish – a priority list will be compiled for things that need to be addressed. Street sweeping, cleaning drains, street lights, etc.

               

FINANCE: Rudy Micsko – working on Quick books and working with the Auditors.  We have a new printer, fax machine and a hard drive with Arthur’s help.

 

PROPERTY: Lee Ann Miller had no report.  Bob has a Boy Scout that would like to clean up the meadow park pavilion for his Eagle Scout project.

               

STREET LIGHTING: Ray Yeanish, 4th street lights are being addressed.

 

MAYOR’S REPORT: 1 wedding on February 29th.  Joe asked when Mine hill road top coat will be done.  This is one of the projects for the spring.  Police Chiefs schedule was accepted by Mayor Giunta.  Chief will give Mayor his schedule so that it can be presented to Council at the monthly meetings.

 

OLD BUSINESS: Resolution 2008-02 PMRS waiver of police contributions.

NEW BUSINESS:  Narberth Borough Association dinner is Thursday March 27, 2008. 

 

Arthur and Rudy attended the seminar for new Council members.

 

Steve needs to have someone for the Regional Planning Commission that meets on the 2nd Monday of the month.

 

 

Rudy has been contacted by Jim Dull about Bob Albright about models that he built of the various buildings in the Borough and Bob would like to donate them to the Borough.  The Historical Society should be looking at this.

 

 

Arthur also sent an email to Ray and Bob about better pedestrian crossing at Centennial and Main St.  

 

The white stripes at the intersections need to be redone.

 

Arthur wrote a letter for resident volunteers, this letter will be sent with the trash bills in April.

 

AUDIENCE: A gentlemen motioned that he does not like seeing the Tattoo sign when he comes into town.

 

 

"Arthur reported from the Authority meeting that the Authority understands that it is not getting a new building from the EDC and that the Borough should understand that the Authority has not expressed any interest in buying the Bromer House." 

 

 

 

Zieglerville is getting a Wawa and a CVS.
