                Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of October 11, 2007 to order.

 Absent: Barbara Slater Joe Giunta and Mayor Carroll Rosenberger

MINUTES:  Dispense with the reading of the Minutes of September 13, 2007. MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF SEPTEMBER 13, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.

                                                                                                                                          

 

 

Approval of the Minutes of September 13, 2007

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO APPROVE THE MINUTES OF SEPTEMBER 13, 2007 with correction.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ACCOUNTS PAYABLE: – Gail Phillips

 

Profit & Loss Budget vs. Actual for January 1, 2007 to September 30, 2007 was presented to council for their approval. Monthly Council Cash Available Report as of October 11, 2007.

 

 

Bills totaling $56,368.67 have been paid from the General Fund

 

Bills totaling $856.40 have been paid from the Liquid Fuels Fund

 

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

ENGINEER’S REPORT – Ken Yerger-

 

Perkiomen Trail Gateway documents are complete and Council needs to authorize advertisement.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO AUTHORIZE KEN YERGER TO ADVERTISE FOR BIDS FOR THE TRAIL GATEWAY PROJECT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

Boyer Lane – Ken’s office has been requested to make a final inspection of the project to determine if any punch list repair items remain.  Borough Council will hold payment until the punch list is clear.

 

SOLICITOR’S REPORT: Crystal Fisher

 

Review Swamp Creek Ordinance – This ordinance needs to be adopted by the Borough as a portion of the Borough is located in the Swamp Creek Watershed.  The Borough Planning Commission is currently reviewing the ordinance.

 

Trash Program – bid documents have been prepared.  A pre-bid meeting is scheduled for Tuesday October 23, 2007 @ 2:00pm at Borough Hall. Bid opening will be held on Tuesday October 30, 2007 @ 2:00pm at Borough Hall. Award bid at the November Council meeting.

 

Borough Council wishes to move the November 8th meeting to November 15th due to Bob Umstead being out of town. Bob will have this advertised.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO MOVE THE NOVEMBER 8TH MEETING TO NOVEMBER 15TH.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

The Borough Manger’s Employment Contract.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO AUTHORIZE BRANT’S OFFICE TO PREPARE EXTENDED EMPLOYMENT DOCUMENT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Property Maintenance Code was given to The Planning Commission and has also been forwarded to the Montgomery County Planning Commission.  The Code is from 2006 and can be enforced by the Borough Manager. This will be put on the November Agenda’s for the Planning Commission and The Borough Council meeting.

BOROUGH MANAGERS REPORT – Draft of the 2008 Proposed Budget was handed out to Council and to be discussed at the November 15th meeting.  Would like to adopt at the December 13th meeting.

 

Borough Association Dinner is Thursday October 25th at the Barn at Birchwood.

 

COMMITTEE REPORTS

 

 

STREETS AND ROADS: Barbara Slater – Absent no report

 

FINANCE: Ray Yeanish – no report

 

PROPERTY: Donald Whitko – question about Seitz property. LTL has been in contact with one of the owners with a repair schedule.

OLD BUSINESS –none

 

NEW BUSINESS – Borough Association Dinner Thursday October 25th.

Resolution for the Halloween Parade 2007-05.

 

Paul Zottoli is the Regional Chair of the Lions Club and would like the Borough to Sponsor the Halloween parade and help with costs.

 

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO ADOPT RESOLUTION 2007-05. ALSO FOR THE BOROUGH TO SPONSOR THE PARADE AND AUTHORIZE COSTS NOT TO EXCEED $1,000.00 FOR PAUL ZOTTOLI REGIONAL CHAIR OF THE LIONS CLUB. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

From the Planning Commission; a gentleman came to the meeting and asked for a NO TURN ON RED sign to be placed on Rt. 29 coming north into town. Bob will write a letter to Perkiomen Township about this matter.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO HAVE BOB UMSTEAD WRITE A LETTER TO PERKIOMEN TOWNSHIP ABOUT THE NO TURN ON RED SIGN TO BE PLACE ON RT.29 AT THE TRAFFIC LIGHT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

Roy Miller: 320 Centennial St.  Boyer Lane construction has things that need to be addressed.  Bob will call Roy Miller and Ray Yeanish for any additions to the punch list before project is final.

Linda Wilde: 63 Main St. has concerns about 55 Main St. especially electric lines running outside her property. Also had a concern about snow plowing and why no one else had to move their car last winter during a snow emergency.

 

Bob responded that he will call LTL Consultants (inspections) to come over and take a look at 55 Main St.

Bob will contact Linda about snow plowing and the codes being enforced within the next month.

 

Steve Schwenk: 375 Perkiomen Ave.  Questions about the Trail House Project, Sheriffs sale and the unpaid taxes of the PVEDC properties.

 

Gib fielded the questions and talked about the sketch plan that has been submitted.  The Authority involvement and how the parking requirements in the Borough are tight. Also addressed the question about the Sheriffs sale and how the PVEDC is working with the bank.
