MINUTES OF May 10, 2007

 

           

            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of May 10, 2007 to order.

 

Present: H. Gilbert Williams, Ray Yeanish, Donald Whitko, Barbara Slater, Joe Giunta, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr., Chief Tim Hoppes, Gail Phillips.

 

 Absent:

           

PLEDGE OF ALLEGIANCE:  By the assembly.

 

Guests: Michele Haytko Branch Manager
Perkiomen Valley Library at Schwenksville
and Kathleen Arnold-Yerger Executive Director of the Montgomery County-Norristown Public Library.

 

 

 A dedication to the memory of Josephine Gill was a book titled “The Chocolate Sutra: Ingredients for a Sweet Life” by Geri Larkin

 

Michele and Kathleen also handed a bag of information about the library to the Mayor, Council members, police chief, solicitor, secretary and borough manager.

 

 

Mr. Williams thanked Michele and Kathleen for their presentation.

 

 

The next guests were Jill Seitz, Art teacher at Schwenksville Elementary school, Jessica and Autumn.

 

Jessica and Autumn are 10th graders at Perkiomen High School and for their Senior project would like to do mosaic tiles on the wall at the Elementary school. Miss Seitz projects that the project will cost $2,000.00 and is looking for donations.  Bob Brant, Borough Solicitor suggested she contact the surrounding area organizations for donations. (Woman’s Civic Club, Lions Club, etc.)

 

Mr. Williams thanked Jill, Jessica and Autumn for their presentation.

 

 

 

MINUTES:  Dispense with the reading of the Minutes of April 12 2007. MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF APRIL 12, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.

Approval of the Minutes of April 12 2007

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  IT WAS VOTED TO APPROVE THE MINUTES OF APRIL 12, 2007.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ACCOUNTS PAYABLE: – Gail Phillips

 

Statement of Revenues/Expenditures to Budget Comparison for January 1, 2007 to April 30, 2007 was presented to council for their approval. Monthly Council Cash Available Report as of April 30, 2007.

 

Statement of Revenues/Expenditures to Budget Comparison for January 1, 2007 to May 10, 2007 was presented to council for their approval. Monthly Council Cash Available Report as of May 10, 2007.

 

Bills totaling $$29,943.38 have been paid.

 

 Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Joe Giunta – In regards to the purchase or lease of new police car. Joe would like to explore a possibility of a Regional police force.  A task force should be formed to look into ways to save money and still provide protection for our citizens.

 

Joe Giunta cannot support the purchase or lease of a new police car at this time.

 

 

Task Force – Joe Giunta, Mayor Rosenberger, Jim Keyser. 2 other volunteers are needed.  Task force should form and report within 60 days.

 

 

POLICE REPORT: Chief Timothy Hoppes

State Police Calls for April 2007 were not available at time of report.

Police car information will be reviewed by Borough Council.

Police car needs repairs – Inspection in September, transmission is slipping, front end problem, coolant leak and 2 tires.

 

 

ENGINEER’S REPORT – Ken Yerger-

 

Perkiomen Trail Gateway – waiting for Borough awarded funding.

 

Boyer Lane – The DEP permit is still in process for the storm sewer discharge.  We are trying to get them to waive a bog turtle survey.

 

The Boulevard – The records determine the extent of the adjacent properties to the Boulevard. All property limits checked border the roadway rather then extending into the centerline.

Tom will get a letter from the County as to own the property.

Crystal will talk to Ken Yerger.

 

 

 

MOTIONED BY RAY YEANISH TO MOVE FORWARD TO INVESTIGATE AS TO WHO OWNS RIGHT OF WAY OF BOULEVARD AVE. AND MOVE TO ORDINATE. SECONDED BY JOE GIUNTA. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

SOLICITOR’S REPORT: Crystal Fisher

 

Adoption of the fee schedule at the April meeting, Fee schedule part for renter’s registration/renters registration fee which is in the fee schedule.  Need to update and or amend ordinances to give some teeth to that.  Tom has received from Ambler Borough a copy of their renter registration ordinance. Crystal is also working with Trappe Borough and their ordinance.

 

A MOTION TO MOVE FORWARD WITH THE INVESTIGATION AS TO THE VALIDITY OF OUR HOMEOWNERS AND RENTER SCHEDULE PREPARATION BY RAY YEANISH AND SECONDED BY JOE GIUNTA.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

   11 calls, 87 Men in Service,

                                                   Time in Service 7:37

Joe Giunta requested a financial report monthly or quarterly.  Also an audit report was requested.

AMBULANCE REPORT – Schwenksville Borough – 22 calls

                                                Colonnade – 18 calls

 

 

BOROUGH MANAGER REPORT: Tom Snyder

 

Forest Ave. drain – grading & seeding needs to be complete.

An estimate of $2,500 for the completion.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO NOT TO EXCEED $2,500 FOR GRADING AND SEEDING.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Revitalization Plan Status due June 2007.

 

 

Main Street lighting – Tabled until Tom talks with Walton for a price to compare with Gammon’s price.

 

Park Ave. Flooding – PENN DOT looking for a place to store material until the Dam is changed and then they are going to fill in.

FINANCE: Ray Yeanish - Bills for the month have been paid. Marita Kelley from Harrisburg will be here May 25 to help with the 2006 Audit.

 

PROPERTY: Donald Whitko – Blinds for Borough Hall- Motion not to exceed $2,500.00 for new blinds, Motioned by Joe Giunta and seconded by Barbara Slater.  All were in favor and the motion carried.

 

Tom will get an estimate to re-scrape and paint front window of Borough Hall.

 

STREET LIGHTING: –Joe Giunta – No report

 

MAYOR’S REPORT: 2 weddings. Thank you card from Josephine Gill’s Family.

 

OLD BUSINESS – none

 

NEW BUSINESS none

Meeting adjourned at 9:15 pm. for Executive meeting.

9:31 meeting Opened after executive meeting, no action taken. Motioned by Joe Giunta and seconded by Barbara Slater to adjourn the meeting at 9:30pm.  All were in favor and the motion carried.
