Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of March 8, 2007 to order.
Present: H. Gilbert Williams, Donald A. Whitko, Barbara Slater, Ray Yeanish, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr., Chief Tim Hoppes, Gail Phillips.
Absent: Gene Frantz.
PLEDGE OF ALLEGIANCE: By the assembly.
MINUTES: Dispense with the reading of the Minutes of February 8, 2007 .MOTIONED BY DONALD WHITKO AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF February 8, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Approval of the Minutes of February 8, 2007
MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH. IT WAS VOTED TO APPROVE THE MINUTES OF February 8, 2007. ALL WERE IN FAVOR AND THE MOTION CARRIED.
A letter of
resignation from Gene Frantz as of March 2, 2007 was read by Council President
H. Gilbert Williams. Mr. Williams sends his and the Borough Council’s thank you
for the work Gene has done for the Borough.
MOTIONED BY DONALD
WHITKO AND SECONDED BY BARBARA SLATER TO ACCEPT GENE FRANTZ’S RESIGNATION. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Nominations from the floor – Donald Whitko nominated Joseph Giunta for the open position on Borough Council, no other nominations; Donald Whitko moved to close the nominations seconded by Ray Yeanish. All were in favor and the motion carried.
Since it will be over 30 days until the next Borough Council meeting a special meeting to install Joseph Giunta will be held on Thursday March 22, 2007 at 4:30pm at Borough Hall.
ACCOUNTS PAYABLE: – Gail Phillips
Statement of Revenues/Expenditures to Budget Comparison for January 1, 2007 to February 28, 2007 was presented to council for their approval Monthly Council Cash Available Report as of February 8, 2007. Copies of all these reports are on file at the Borough hall Office.

IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED. ALL WERE IN FAVOR AND THE MOTION CARRIED.

ENGINEER’S REPORT – Ken Yerger- absent, written report was as follows:
Perkiomen Trail Gateway – We are revising the plan to remove
the items that either will not be undertaken or being provided by others. (Correction should read “Items to be
removed from the Perkiomen Trail Gateway Plan will be reviewed by the Planning
Commission and then sent to Council”) Motioned by Gib Williams and seconded by
Ray Yeanish. All were in favor and the
motion carried.
Boyer Lane – The plan and legal description of the storm water easement needed for the construction of the project was revised per the request of the owner and given to the Solicitor for easement document preparation. The DEP permit is still in process.
SOLICITOR’S REPORT: Crystal Fisher
Landscape Ordinance
#340 has been advertised and is ready for adoption.
MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO ADOPT ORDINANCE #340. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Sign Ordinance has been prepared, the Planning Commission has recommended to Council not to adopt. The Planning Commission is waiting for the County recommendations for further review.

Zoning Ordinance Amendment: for compliance with Regional Comprehensive Plan. A copy has been sent to the Montgomery County Planning Commission for their formal review, the ordinance will be advertised for public hearing and adoption for the April 12, 2007 Borough Council meeting.
The draft of the new Fee schedule is on hold for further review.
POLICE REPORT: Chief Timothy Hoppes
State Police Calls for February 2007 - 14
Schwenksville Police calls for February 2007 - 25
Chief Hoppes will be conducting a lecture for parents at the Perkiomen Valley Library on Internet Predators. Lecture postponed until May 2007.

BOROUGH MANAGER REPORT: Tom Snyder
Dam removal September 2007
Boyer Lane Storm Water, we are still waiting for DEP approval, everything else is ready to go out plus we have the easement to sign off.
The trail grant, Brian O’Leary will be giving a schedule for presentation. PENN DOT has agreed to donate a quid rail. Installation of guide rail not settled yet. We do not have to move the curbs.
Hearing for MS4 citation will b e held on Monday March 26, 2007.
Tom Snyder, Ken Yerger, Barbara Slater and Ray Yeanish will attend the meeting.
Copy of Borough Managers report is on file at Borough Hall.

Steve Saboe 116 Woodland Ave. asked about the $190,000 grant. Mr. Snyder explained about how the grant works. It starts with Engineer specifications, federal wage schedule, we pay the bills and then the County reimburses the Borough.
Mr. Saboe also asked Chief Hoppes about giving tickets to speeders on Main St. Chief Hoppes uses a speed timing device.
Chris Yothers of 151 Second St. – Tax increase questions about more of the justification of the tax increase and what the spread on the increase was. Mr. Williams responded with the spread depends on your property value, we had to justify it by plain old infrastructure, we have roads here and it’s expensive to manage our base line budget.
We have had to borrow money to make ends meat. We have not had a tax increase in 14 years. We looked at the budget staring last October we took 3 to 4 months reviewing it looking at the roads for improvement in the next 3 to 4 years, cost improvements. An Economic Development Plan was implemented for Main Street. Ordinances were looked at for Zoning and Planning. More discussion was held.
Arthur Fairclough of 161 Fourth St. had a question on trash costs – we are in the third year of the contract with Ches-Mont and the cost increase is part of the contract.
Kathy Kovacs of 259 Second St. Also had questions about the taxes and a discussion was held.
