called the Schwenksville Borough Council Meeting of August 9, 2007 to order.

AND SECONDED BY JOE GIUNTA. IT WAS
VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF JULY 18, 2007. ALL WERE IN
FAVOR AND THE MOTION CARRIED.

Profit & Loss Budget vs.
Actual for January 1, 2007 to July 31, 2007 was presented to council for their
approval. Monthly Council Cash Available Report as of August 9, 2007.
Bills totaling $38,874.08
have been paid from the General Fund
Bills totaling $851.54 have
been paid from the Liquid Fuels Fund

WHITKO. IT WAS VOTED TO ACCEPT THE
ACCOUNTS PAYABLE REPORT AS PRESENTED.

ENGINEER’S REPORT – Ken Yerger-
The Boyer Lane pre construction meeting will be held Monday August
13, 2007.
JMG Construction has a few HUD documents that they are missing.
Ken is asking that the Mr. Umstead be allowed to review and then sign these
documents at the Monday meeting.

TO MAKE SURE HUD DOCUMENTS ARE IN ORDER AND AUTHORIZING MR. UMSTEAD TO SIGN OFF
ON THOSE FOR THE BOYER LANE PROJECT.

SOLICITOR’S REPORT: Crystal Fisher
Ordination of Boulevard
Avenue – At the June Council meeting, authorization was given to Tom Snyder to
write letters to property owners about ordaining Boulevard Ave. No action has
been taken. The County does not own the property and we have a letter to that
effect.
Walnut street drainage -
authorized Brant to prepare an easement and release agreement for each of the
three properties on Walnut Street.

TO AUTHORIZE KEN YERGER TO MAKE THE EXPENDITURES FOR THE WALNUT STREET LEGAL
PLANS NOT TO EXCEED $1,000.00. ALL WERE
IN FAVOR AND THE MOTION CARRIED.
Rental Registration Ordinance
– update ordinance and tabled until September meeting.
Council has a copy of the
Ordinance.
Trash Program – contract is
done at the end of December 2007.Bob passed out a letter to Council from Spring
Mount Summit regarding trash pricing.

– Bob Umstead reported
Borough Authority proposes to
install sodium hypochlorite disinfection system to replace existing chlorine
gas system at Well No. 4

Schwenksville’s application
to County for a grant in the amount of $216,000.00 to implement Perkiomen Trail
Gateway Project has been approved.
MOTIONED BY JOE GIUNTA AND SECONDED BY DONALD WHITKO
TO AUTHORIZE BOB UMSTEAD TO REVISE PLANS BY ENGINEER AS NECESSARY AND HAVE
ENGINEER REVISE SPECS, PREPARE SPECS AND ADVERTISE FOR BIDDING ONCE APPROVED BY
THE COUNTY. ALL WERE IN FAVOR AND THE
MOTION CARRIED.
Bob met with Drew Larsen
property manager for Spring Mount Summit Condos, they have requested the
Borough ordain Forest Lane and perform required maintenance.
(This is a private road and
the Borough has requested them to upgrade and then the Borough would take it
over.)
An Executive meeting will be
held on a legal matter.
Report on file at Borough
Hall
Congresswoman Allyson Swartz
would like use Borough Hall on Monday September 24th from 5-7pm for
a public question and answer session. Council has no problem with this.
COMMITTEE REPORTS
STREETS AND ROADS: Barbara Slater –absent no report
FINANCE:
Ray Yeanish –absent no report
PROPERTY:
Donald Whitko – ceiling tiles in the building are sagging need to be replaced.
STREET LIGHTING: –Joe Giunta – one light is out on Main St. and 2 are out at the
school
TASK FORCE: - Joe handed out minutes from a meeting he had with representatives from Limerick Township. Copies of the
minutes are on file at Borough Hall.
MAYOR’S REPORT: 1 wedding. For June nothing in July
OLD BUSINESS – Dam removal meeting in Harrisburg with Fish and Boat in August, Gib
will be going along with planning members. Schwenksville does not own the dams.
NEW BUSINESS – Brant Final Subdivision Plan – County and Borough Planning
Commission’s recommend the plan to be approved.

TO APPROVE THE FINAL BRANT SUBDIVISION PLAN WITH THE EASEMENT FOR THE STORM
WATER PIPE. ALL WERE IN FAVOR AND THE MOTION CARRIED.

AUDIENCE

Ed Beitler resigned as
Authority manager and Joe Giunta appreciates all the work Ed has done for the
Authority and the Borough. Ed will be
missed.
Roy Miller 320 Centennial St,
I received a phone called from ex councilman Jim Dull upset about the condition
of the benches and the trash at the Meadow Park.
Joe Giunta suggest that we
get Al Augustine to see if he can get some people to help clean up, Tim Hoppes
has also used probation officers that have people that need to do community
service.
Steve Schwenk 375 Perkiomen
Ave. wanted to know what the Executive meeting is about. Bob Umstead replied it is for a zoning
issue.
