MINUTES OF November 9, 2006

 

           

            Council President, H. Gilbert Williams at 7:30pm, called the Schwenksville Borough Council Meeting of November 9, 2006 to order.

 

Present: H. Gilbert Williams, Donald A. Whitko, Barbara Slater, Ray Yeanish, Mayor Carroll Rosenberger, F. Thomas Snyder, Jr. and Chief Tim Hoppes.

 

 Absent: Gail Phillips and Gene Frantz

           

PLEDGE OF ALLEGIANCE:  By the assembly.

 

MINUTES:  Dispense with the reading of the Minutes of October 12, 2006. MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER.  IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF October 12, 2006. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of October 12, 2006

MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO APPROVE THE MINUTES OF October 12, 2006.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ACCOUNTS PAYABLE: Gail Phillips

 

Statement of Revenues/Expenditures to Budget Comparison for January 1 to October 31, 2006 was presented to council for their approval Monthly Council Cash Available Report as of November 10, 2006. Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. 

IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ENGINEER’S REPORT – Ken Yerger- NO REPORT

 

 

SOLICITOR’S REPORT: Crystal Fisher –

 

Grant Resolution # 2006-12

 

 

MOTIONED BY RAY YEANISH AND SECONDED Y DONALD WHITKO TO ADOPT RESOLUTION #2006-12 LUPTAP GRANT FROM THE PENNSYLVANIA DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT FOR REGIONAL TRANSPORTATION STUDY.

 

 

 

2007 Proposed budget was advertised for public inspection.

(Gib Williams was not present at the November meeting when the budget was voted on for advertising.  He is in favor of the tax increase as stated for the 2007 budget).

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO ADOPT THE 2007 BUDGET.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Tax Ordinance – General purpose 3.75 mils, Fire .32 mils, Library .08 mils.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO ADOPT THE ORDINANCE OF THE BOROUGH OF SCHWENKSVILLE LEVYING THE TAX RATES FOR THE YEAR 2007.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Fee Schedule – process of working out rates for all fee charges. A draft of the fee schedule will be sent to the Planning Commission and then to Borough Council

 

Open Space will be discussed in an executive session.

 

Loan discussion – 4 letters were sent to banks for quotes. Borough will be acquiring a loan for $100,000.00. Borough council will meet on Monday December 20, 2006 at Borough Hall to adopt the ordinance to borrow from Univest Bank.

 

MOTIONED BY RAY YEANISH AND SECONDED BY DONALD WHITKO TO MOVE FORWARD WITH THE LOAN FROM UNIVEST.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

MOTIONED BY GIB WILLIAMS AND SECONDED BY DONALD WHITKO TO AUTHORIZE CRYSTAL FISHER TO GO AHEAD AND SUBMIT AND ADVERTISE AS NECESSARY TO GO THROUGH DCED FOR LOAN. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

POLICE REPORT: Chief Timothy Hoppes

       State Police – no report at time of meeting

                               Schwenksville Police calls for October 2006 – 24

Perkiomen Township is buying 3 barriers for use of blocking streets during a flood.

 

FIRE COMPANY REPORT: Jim Keyser– 6 calls, 28 Men in Service,

                                                   Time in Service 2:01

                                                   Gene Frantz –absent

AMBULANCE REPORT – Schwenksville Borough – 21 calls

                                                Colonnade – 13 calls

BOROUGH MANAGER REPORT: Tom Snyder

 

 

Street Sweeping estimated at $1,000.00.

 

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH NOT TO EXCEED $1,000.00 FOR STREET SWEEPING. A MOTION FOR AN ADDITIONAL $500.00 FOR A TOTAL OF $1,500.00 FOR STREET SWEEPING BY DONALD WHITKO AND SECONDED BY RAY YEANISH.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Street Sealing – cracks and pot holes.

 

MOTIONED BY RAY YEANISH TO SET A LIMIT OF $2,000.00 AND MOVE FORWARD WITH THE STREET SEALING, SECONDED BY DONALD WHITKO.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Dam removal will be in January or February of 2007.

 

Storm Water project – Boyer Lane engineering is being completed so we can bid it in December and award in January 2007.

 

COMMITTEE REPORTS

 

 

STREETS AND ROADS: Barbara Slater –

 

FINANCE: Ray Yeanish – budget (under solicitors report)

 

PROPERTY: Donald Whitko – new refrigerator.  Window ledge in front needs to be repainted. (If less than $100.00)

 

STREET LIGHTING: lights have been replaced.

  

MAYOR’S REPORT: 3 weddings in October 2006

 

OLD BUSINESS

 

NEW BUSINESS – Scott Jones has resigned from the audit committee and Gregory Pocius has been nominated for the position, motion to accept Gregory Pocius as auditor by Donald Whitko and seconded by Barbara Slater.  All were in favor and the motion carried.

 

Sam Schweigert is due for reappointment to the Borough Authority; Donald Whitko would like to make a motion to reappoint Sam Schweigert seconded by Ray Yeanish.  All were in favor and the motion carried.

 

Holiday Dinner – see Gail with reservation.

 

Audience

 

Jim Keyser 108 Hill Crest Ave. Jim has a light from his neighbor that shines into a bed room window of his home.  Letter has been sent to the neighbor and the neighbor will be putting up a visor on the light.

 

Recess for Executive session, No action taken.

 

Open meeting 9:15pm back to public session

 

Jeff Clemens to talk about input about his property.  Jeff would like to give a proposal to develop the property.  May need a variance.  Need input from Council. One proposal would be town homes. Water, riparian rights, steep slope need to be addressed.

 

Motion to adjourn the meeting by Donald Whitko and seconded by Ray Yeanish.

 

Meeting adjourned at 9:30pm.
