MINUTES OF February 10, 2005

           

            Council President, H. Gilbert Williams at 7:30 pm, called the Schwenksville Borough Council Meeting of February 10, 2005 to order.

 

            Present were H. Gilbert Williams, Donald A. Whitko, Ray Yeanish, Barbara Slater & Mayor Carroll Rosenberger.

 

            Absent was Gene Frantz.

 

            PLEDGE OF ALLEGIANCE:  By the assembly.

 

 

MINUTES:  Dispense with the reading of the Minutes of January 13, 2005 and January 25, 2005. MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH. IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF January 13, 2005 and January25, 2005.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of January 13, 2005 and January25, 2005

MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH. IT WAS VOTED TO APPROVE THE MINUTES OF January 13, 2005 and January 25, 2005. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

ACCOUNTS PAYABLE: Gail Phillips

 

Presented to council for their approval:  Statement of Revenues/Expenditures to Budget Comparison to January 31, 2005. Monthly Council Cash Available Report as of January 31, 2005. Copies of all these reports are on file at the Borough hall Office.

 

 

MOTIONED BY RAY YEANISH AND SECONDED BY BARBARA SLATER. IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED

 

 

ENGINEER’S REPORT:  Ken Yerger – Absent

 

Tom Snyder answered questions from council in Ken’s absence.

 

Walnut Street Drainage Concern:  driveways on Walnut Street will have to be cut back.  Property owners will be contacted by letter on the changes needed.

SOLICITOR’S REPORT: Wendy McKenna, (substitute for Loren Szczesny)

 

 Trash Contract:   After the Council meeting on January 25, 2005, the other trash bidders were notified that the trash contract was awarded to Ches-Mont Disposal, Inc.

 

Codification:   The Code Book that was adopted by the Borough Council was advertised for the public of the Borough’s action and the availability of the code.

 

 

Zoning Ordinance Amendment – VC-2:   MOTIONED BY DONALD WHITKO AND SECONDED BY RAY YEANISH TO AUTHORIZE TO ADVERTISE THE REVISION OF THE ZONING ORDINANCE AMENDMENT TO THE VC-2 ZONING DISTRICT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

Growing Greener Grant:  This Grant can be used to match a County Grant.

STREET LIGHTING: Ray Yeanish – Lights for 4th St. (company will be in touch with Tom within the next 4 weeks.  Gib mentioned that the light at Perkiomen @ Main is out. 

           

MAYORS’ REPORT:   At the end of third and Maple – snow is being plowed onto the sidewalk.  The Borough has permission to put the snow on the tennis court area of the Markley property to get it off the sidewalks. In addition, Authority will be hauling snow away when there is too much snow.

Audience: Steve Sabo 116 Woodland Ave. – Mr. Sabo expressed his concerns about the new trash collection and the letter that was delivered to the residents.  Mr. Sabo came down to Borough Hall to ask some questions and the Borough Manager was abrupt and would not talk to him.  Gib Williams apologized from the council and said it should have never happened.  Mr. Sabo also asked about the Gateway Trail Grant, this is a County Grant and is approx. $115,000.00 to upgrade the existing trail.  The Borough’s part is $15,000 to which we put $7,000.00 towards it already.

Question about why the Borough chose to collect the trash and then have the residence pay in the first place.  Gib explained that there were too many haulers in the Borough seven days a week and the hours were too early.  With One Hauler, the price would be cheaper and the Borough would have control of the haulers hours of operation.

Regular meeting reopened: Letter from trash committee with recommendations of price and administration fee.  MOTIONED BY RAY YEANISH AND SECONDED BY BARABARA SLATER TO ACCEPT THE TRASH COMMTTEE RECOMMENDATIONS AND TO HAVE BRANT & ASSOCIATES REVIEW AND A LETTER TO GO OUT WITH THE FIRST BILLING.  ALL WERE IN FAVOR AND THE MOTION CARRIED.
