MINUTES OF SEPTEMBER 9, 2004

 

            The Schwenksville Borough Council Meeting of September 9, 2004 was called to order by Council President, H. Gilbert Williams at 7:30 pm.

 

            Present were:  H. Gilbert Williams, Barbara Slater, Donald A. Whitko, and Raymond Yeanish.  Absent was Gene Frantz.

 

            PLEDGE OF ALLEGIANCE:  By the assembly.

 

MINUTES:  Dispense with the reading of the Minutes of August 12, 2004: MOTIONED BY DONALD A. WHITKO AND SECONDED BY RAY YEANISH IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF AUGUST 12, 2004.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Approval of the Minutes of August 12, 2004:

MOTIONED BY RAYMOND YEANISH AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF AUGUST 12, 2004.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

            ACCOUNTS PAYABLE: Nancy Eppley

 

Presented to council for their approval: Statement of Revenues/Expenditures to Budget Comparison to August 31, 2004.  Monthly Council Cash Available Report as of September 9, 2004. Everything is paid to date.  Copies of all these reports are on file at the Borough hall Office.

 

MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

NOTE: Gib Williams asked about the budget and framing it out by Oct. or Nov. at the latest. Tom Snyder and Charles Haig have been working on it since May.

 

ENGINEER’S REPORT:  Ken Yeager – No Report

 

SOLICITOR’S REPORT:  Loren Szczency

 

Trash: Tom explained the findings on Committees recommendations.

Borough wide trash pick up for Commercial and Residential.  Three year contract with hauler.  When getting new bids ask about what it would cost for the Borough to do the billing or the Hauler to do the billing.  Need to establish a start and stop time for trash pickup. Ask if trash for both Commercial and Residential and bulk can be picked up on the same day. Separate bids for Commercial and Residential.

PENN DOT:  Discussion about snowplowing of Perkiomen Ave.  Cost $721 per winter,

5 yr. agreement with Penn Dot for Schwenksville to plow Perkiomen Ave. Need to terminate agreement before the season starts if Borough does not want to plow.

 

 

MOTIONED BY DONALD A. WITKO AND SECONDED BY BARBARA SLATER TO ADOPT RESOLUTION AUTHORIZING SIGNING OF 5 YR. AGREEMENT FOR SNOW PLOWING OF PERKIOMEN AVE. WITH PENN DOT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Salt:  No problem this year salt should be coming in anyway. $39 a ton.

 

Property Maintenance Code:  Loren recommended that the Borough adopt the State Wide Property Maintenance Code by the building inspector and LTL consultants that would govern junk cars, weeds, ect. on borough properties.

MOTION BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER TO ADVERTISE THE MEETING FOR THE ORDINANCE FOR THE FIRE AMENDMENT FOR COVERAGE.  ALL IN FAVOR AND THE MOTION CARRIED.

 

SURPLUS PROPERTY:   Need Borough to pass a resolution stating that the Pennsylvania State Agency is an intricate part of public safety here in the Borough.

 

MOTION BY BARBARA SLATER AND SECONDED BY DONALD A. WHITKO TO DRAFT A RESOLUTION.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

 

Amendment Fire Burning Regulations, smoke detectors. Loren sent State Wide Building Code to LTL, table until we here from them.

 

 

Jim Keyser:  FEMA Fire Prevention Grant to help apt. owners off set price of smoke detectors.  Set up a program where they are inspected every 6 months, if smoke detectors are working and in fine shape you have no problem if not you pay fines and installation fees to get them up to date.  Fines could be put in to fund to help off set costs for others.

 

 

AMBULANCE REPORT: Nancy Eppley reporting

Calls for the month of August:  Municipality 16, Colonnade 11 All calls 87

Membership 173 have been received which 23 were Colonnade residents.

 

 

BOROUGH MANAGER:  Tom Snyder

 

Review report, fence and stairs are in order. Have had meetings with Waste Management; they are setting up a procedure to handle complaints.

 

 

Flooding on Park Ave. Penn Dot will be revising there drain shortly.

 

Talking with Sean Sablosky about taking down some of the trees and Tim and I have marked the trees to be taken down.

 

Steel is in for drainage on Montgomery Ave.

6’high wall at 110 2ndSt. Is being followed up with Ken Yerger.  No approval was given to build wall.

 

Set priorities for Tom’s list.  Work session is scheduled for Oct. 6, 2004 at 7:30pm. Work session will be advertised.

OLD BUSINESS: Need a motion to appropriate $700 to the Central Perkiomen Valley Regional Planning Commission-funding for a 2 yr. period.

 

 

MOTION BY GILBERT WILLIAMS AND SECONDED BY RAY YEANISH TO APPROVE $700 TO THE CENTRAL PERKIOMEN VALLEY REGIONAL PLANNING COMMISSION TO HELP FUND OPERATIONS FOR A 2 YEAR PERIOD.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Police Pension Plan – a resolution needs to be made to waive the contributions for 2004.

MOTION BY DONALD A. WHITKO AND SECONDED BY RAY YEANISH TO PASS A RESOLUTION FOR 2004 TO WAIVE THE CONTRIBUTIONS FOR THE POLICE PENSION FUND. ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Mine Hill Rd:  final paving (on priority list) wasn’t built into original contract.

 

Roy Miller:  New Building Code for properties, new standards for property owners about weeds, leaves ect.

 

Christmas Lights:  Need to find someone to put up the Christmas Lights in the Borough.

 

Mrs. Hayes – Loren has talked to Lower Fredrick’s Manager, has copies of documents.

 

Recess for Executive meeting for property and personnel.

 

Meeting resumed at 10:25pm out of Executive meeting.

 

Two issues:  property - no action taken

 

 Personnel – As a result of discussion Gilbert Williams asked for a motion to do away with the Borough Secretary Position and have a two week severance package for that individual.

 

MOTION BY BARBARA SLATER AND SECONDED BY RAY YEANISH TO DO AWAY WITH THE BOROUGH SECRETARY POSITION AND HAVE A 2 WEEK SEVERANCE PACKAGE FOR THAT INDIVIDUAL.  ALL IN FAVOR AND THE MOTION CARRIED.

 

 

Discussion was held to create an Administrative Assistant position.

 

MOTION BY RAY YEANISH AND SECONDED BY BARBARA SLATER TO CREATE AN ADMINISTRATIVE ASSISTANT POSITION.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

 

Motion was made to adjourn the meeting at 10:30 pm. Seconded by Barbara Slater.  All were in favor. Meeting adjourned.
