MINUTES OF OCTOBER 10, 2002

 

                The Schwenksville Borough Council Meeting was called to order by Council President, H.Gilbert Williams at 7:30 p.m.

 

                Secretary, Nancy Eppley called the roll.  Present were:  H. Gilbert Williams, Barbara Slater, Donald A. Whitko, and Mayor, Carroll Rosenberger.  Absent were:  Raymond Yeanish and Gene Frantz.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:  Dispense with the reading of the minutes of September 12, 2002:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF SEPTEMBER 12, 2002.

 

                                     Approval of the minutes of September 12, 2002:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF SEPTEMBER 12, 2002.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE AND TREASURER'S REPORT:  Nancy Eppley

 

Council has received for their approval:  Expenditures for the Month of October, Receipts for the Month of September for the General Account.  Expenditures from the Perkiomen Valley School District Account.  Expenditures from the Liquid Fuels (Motor License) Account.  A Revenue and Expenditure Report from January 1st to October 11, 2002 for the General Account.  Finally, a Statement of Cash ending September 30, 2002 for the General Account.

 

                MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS SUBMITTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Kenneth Yerger

 

                Mine Hill Road Roadway and Drainage Improvements:  The Planning Commission at their last meeting reviewed the project.  A PennDot Road Opening Permit application is being prepared for submission to PennDot to permit the work to take place with the right of way of Game Farm Road.  Ken suggested getting the base in, and have the overlay done in the Spring.   Weather conditions permitting.  Tom Snyder suggested that council could have another meeting to open bids on November 7, 2002. 

 

 

                MOTIONED BY DONALD A. WHITKO  AND SECONDED BY BARBARA SLATER TO PUT THE BID OUT FOR BID OPENING ON NOVEMBER 7TH WITH AWARDING ON NOVEMBER 14, 2002.

 

 

                Third Street Roadway and Drainage Improvements:  Project underway with the installation of curbing planned for later this week. 

Carroll referred to the Halloween Parade, will everything be done.  Tom said that everything should be okay by the time of the parade.

 

                Perkiomen Valley Elementary School:  As requested Carroll Engineering is inspecting the site improvements as required.

 

                Perkiomen Avenue Improvements:  As directed a base plan for layout of proposed sidewalk and curbing on Perkiomen Avenue between 3rd and 4th Street has been prepared.

                SOLICITOR'S REPORT:  Loren Szczesny

 

                Perkiomen Valley Elementary School Project:  A meeting has been scheduled for the engineers and contractors to review certain outstanding items which need to be addressed.  Waiting for Brad Ziegler's signature before plan can be recorded at the County, this property was involved with the building of the school. 

 

                Letter from George Gabel-Park Place/Spring Mount Summit Homeowners' Association:  Response to Mr. Gabel will be forthcoming.  Not sure what the issues are.  Basically, the association would like to see a plan for the park.  At this time, there are no plans available for review.   Council did agree to pay $250.00 for the attorney fees for the association, but the association feels that amount is not sufficient. 

 

                Frutchey Deed:  Signed , but needs to be notalized.

 

                Balance of report on file at Borough Hall.

 

                POLICE REPORT:  Chief Timothy Hoppes

 

                Report for September:  State Police calls:   15      Borough Police calls:   28

 

                Complete report on file at Borough Hall.

 

                Other:  Parking situation on Centennial Street:  Traffic has increased due to the 2 fires at post offices nearby.  Mail being handled by the Schwenksville Post Office.

 

                FIRE COMPANY REPORT:  No report     No one present

 

                AMBULANCE REPORT:  No report   No one present

 

                BOROUGH MANAGER:  Tom Snyder

 

                Ball Field behind Ortino's:  Resolution will be forthcoming.  Loren overlooked bringing it tonight.

 

                Traffic Light repairs:  Main & Perkiomen:  Estimate cost to be between $3,000.00-$4,000.00 depending on home much can be salvaged.  Tom explained what would be done. 

 

                Sidewalk at Josephine Gill's property:  Now the sidewalk is macadam.  Who did the work?  PennDot was involved.  Tom will push to get this done and restore back to concrete.  Looks very bad in macadam.

 

                Bids for Paving Mountain View Avenue:

 

                Organski (Tom):  $  11,087.25

 

                Sacks:  $ 9,959.00

 

                Sell:  $9,230.00

                MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO AWARD THE QUOTE FOR PAVING MOUNTAIN VIEW AVENUE TO SELL CONTRACTING FOR A PRICE OF $9,230.00.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                4-6 Weeks this job should be done.

 

                Third Street:  2 bills which were approved by Carroll Engineering.  $60,644.25 and $7,140.69.

According to Tom the Borough can cut the check but done  issue the check until the County gives the Borough the okay.  County has paperwork.  Borough will pay the bill and will get the money from the County.

 

                Tom said that there was a problem with labor rates changing.  Everything now is settled.

 

The $7,140.69 bill will be invoiced to the Borough Authority.

 

MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO PAY $60,644.25 & $7,140.69 TO SELL CONTRACTING AFTER RECEIVING NOTIFICATION FROM MONTGOMERY COUNTY AND TO ISSUE A INVOICE TO THE BOROUGH AUTHORITY FOR $7,140.69.   ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Letter from the Watershed:  Would like 2 4yd. Containers for trash pickup.  Tom will go to Waste Management and ask them to donate these containers for trash pickup along the stream bed.

 

If Tom cannot get WM to donate them, the borough would need to pay. 

MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO PAY $100.00 FOR 2 4YARD CONTAINERS IF WASTE MANAGEMENT WILL NOT DONATE FREE OF CHARGE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                Meeting October 11th with School District concerning 2nd Street.  Also, the stormwater line is broken

TRAIL:  Gilbert Williams     Most of the right of ways have been acquired.

       Gib explained the Collegeville portion of the trail.  Not following the old line, will go around intersection in the town of Collegeville.

STREET LIGHTING:  Raymond Yeanish    Absent   No Report

 

MAYOR'S REPORT:  Carroll Rosenberger      Performed 2 weddings this month
