MINUTES OF MAY 9, 2002

 

 

                The Schwenksville Borough Council Meeting of May 9, 2002 was called to order by Council President, H. Gilbert Williams at 7:30 p.m.

 

                Secretary, Nancy Eppley called the roll.  Present were H. Gilbert Williams, Barbara Slater, Raymond Yeanish and Donald A.Whitko.  Absent were:  Gene Frantz and Mayor Carroll Rosenberger.

 

                PLEDGE OF ALLEGIANCE:  By the assembly.

 

                MINUTES:  Dispense with the reading of the minutes of April 11, 2002:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO DISPENSE WITH THE READING OF THE MINUTES OF APRIL 11, 2002.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                                      Approval of the minutes of April 11, 2002:  MOTIONED BY DONALD A. WHITKO AND SECONDED BY BARBARA SLATER IT WAS VOTED TO APPROVE THE MINUTES OF APRIL 11, 2002.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ACCOUNTS PAYABLE AND TREASURER'S REPORT:  Nancy Eppley

 

                Council has for their review a copy of the Disbursements for the Month of May 2002 for both the General and Motor License Accounts, Deposit Detail for the Month of April and a complete report from January to the May 10, 2002.   MOTIONED BY DONALD A. WHITKO AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO ACCEPT THE ACCOUNTS PAYABLE AND TREASURER'S REPORT AS PRESENTED.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

                ENGINEER'S REPORT:  Kennth Yerger

 

                -Mt. View Drainage Improvements:  Road opening permit application and plans forwarded to Tom Snyder.

                -Mine Hill Road Roadway and Drainage Improvements:  Waiting for approval for the environmental Assessment Checklist that was prepared and submitted to T. McMullen.  Plans are nearly complete and will finalize the plans and specifications upon review with Tom and upon receiving comments from McMullen.

                -Third Street Roadway and Drainage Improvements:  Plans are complete and we are awaiting approval from the Office of Community Development for the specifications previously submitted. 

               

Donald asked if street is being widened and have the residents on that street have been notified?  Gib stakes have been down for quite awhile and we are staying within the right of way.  Going to be an extra 2' wide.

Donald is a member of the Borough Authority and it was discussed at their meeting that the curbs would be over the water main and would that interfere with the easement if anything goes wrong with the main. Would it be possible to dig a trench?  Age is also a problem.  Tom Snyder  said that there was a meeting last Fall on this subject and if the Authority wants to replace the pipe the Borough would work with the Authority.  The specs at the present time according to Ken does not have any extra for trenches.  Donald and the Authority feel it would be better to do everything all at once.  Tom said that previously this was proposed but the he was told that the Authority did not have the money.

Gib said that the Borough and the Authority will work together. 

 

Also, for Third Street:  Tom and Ken have met with PECO to discuss the relocation of several of the utility poles on Third Street and have forwarded an application for the connection of street lights.  Ken suggests that the connections be made in conjunction with the contract, but obviously be energized when the light fixtures are installed.

                -Perkiomen Valley Elementary School:  Carroll Engn. Is reviewing the submitted construction cost estimate for site improvements associated with the school construction for use in the Developers Agreement.  Carroll Engineering will be responsible for the site inspection of the project and will coordinate our efforts with all parties.

                -Centennial Street Park:  As requested Carroll Engineering has prepared a deed plot of the property being considered for the development of a park and submitted to Tom Snyder.

 

                SOLICITOR'S REPORT:  Robert Brant

 

                -Proposed Exterior Lighting Ordinance:  Has been properly advertised and ready for adoption. Bob explained the highlights of the ordinance.  No comments from the audience or council.

MOTIONED BY  DONALD A. WHITKO AND SECONDED BY RAYMOND YEANISH IT WAS VOTED TO ADOPT THE EXTERIOR LIGHTING ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

                -Proposed Sign Ordinance:  Has been properly advertised and ready for adoption.  Bob again explained in detail the highlights of the ordinance. 

Audience:  Gentleman asked about speed limit and stop signs.  This ordinance does not address those signs. No other comments from the Audience or Council.

MOTIONED BY BARBARA SLATER AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO ADOPT THE SIGN ORDINANCE.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

                -Accessory Structure Ordinance Amendment:  A draft has been provided to council for their review and if council so desires it can be put on the agenda for possible adopting at next month's meeting.

MOTIONED BY RAYMOND YEANISH AND SECONDED BY DONALD A. WHITKO IT WAS VOTED TO AUTHORIZE ADVERTISEMENT OF THE ACCESSORY STRUCTURE ORDINANCE AMENDMENT.  ALL WERE IN FAVOR AND THE MOTION CARRIED.

 

Tom Snyder mentioned that a round structure going up off of Summit Avenue that meets the old accessory requirements.  Should this be reviewed, especially the roof.  Permit has been issued.  Would the new proposed ordinance come into play.  Should be discussed further at the Planning Commission Meeting.

 

                POLICE REPORT:  Chief Tim Hoppes

Presented his report previously and original is on file at Borough Hall.  Calls handled by Chief Hoppes:  36, State Police:  18

 

                Emergency Management:  Tim Hoppes

The other evening there was an emergency drill that took place.  It was understaffed, but everything was performed very well according to the evaluator that was present.

 

Also, Local Burning Ban has been lifted effective today.  However, the water restrictions are still in an Emergency Water Restrictions.

 

                Other Business:  Jim Batzell:  Letter written, Gib never forwarded, sorry.  Also, Mr. Batzell asked for a copy of an  Agreement of Transfer and was told that the Borough lawyer is handling this.  He was very upset.  Bob Brant will handle this.

-Accident at Borough Hall:  Outside steps were damaged.  Insurance adjuster coming in.

                                                   Temporary steps installed.

                                                   Bricks were damaged.

NEW BUSINESS:  Nothing

 

AUDIENCE:  Property owner (Carmen Quartapella) and father.  Carmen who lives at 157 West Park Avenue concerned about a problem which could turn in a liability for the residents and the borough.  This has to do with the Highland Avenue extension along side of the Smith property.  Previously  discussed to abandon the portion in question.  There have been many problems with the road.  There are ruts in the road and will eventually cause some damage to the autos.  Not an ordained road and only two homes use this road.    There is a lot of wash out.  Property owners looking for grading, stone or some assistance in getting this road fixed.  Tom Snyder will check this out and see what can be done to correct the problem.  This is a safety issue.  Mrs. Hayes and the Quartapella's are using the road.  Told to return to the next meeting. 

 

All business having been completed, the meeting was adjourned at 8:05 p.m.

 

EXECUTIVE SESSION FOLLOWED.

 

9:00 P.M.      Talked about Perkiomen Valley Economical  Development Corporation.  Need a motion to transfer $50,000.00 of funds which would be our 20% match of the potential  grant from Montgomery County Revitalization papers that were filed.  This money is to be used specifically for the projects that are used in the Borough of Schwenksville.
