MINUTES OF NOVEMBER 15, 2000

The Schwenksville Borough Council Special Meeting was called to order by Council President, Bernard McCollum.
Call to order by Secretary, Nancy Eppley
Present were: Bernard McCollum, Patricia Katona, Gilbert Williams and Mayor, Carroll Rosenberger. Absent were: Barbara Slater and Eugene Frantz.
PLEDGE OF ALLEGIANCE: By the assembly.
The purpose of tonight's meeting is to finalize the proposed 2001 budget and conduct any other business coming before council.
Each line item on the proposed budget was discussed. It was, however, mentioned by Treasurer, Nancy Eppley that she felt that a separate line item for engineering purpose (general) should be incorporated into the budget. A line item for the "trail" is already in the budget under Open Space.
By incorporating this line item for engineering in the budget it would be a lot less confusing when it came to charging accounts. Board agreed. Tom Snyder mentioned the various grants. Montgomery Avenue does not have the engineering completed. There is still some decisions to be made for the grading and the type of wall that needs to be installed. Drainage would cost about $3,000. Engineering and Legal about $4,000. Mt. View project :There still remains the crossing of Rt. 29, No engineering involved. Penn Dot would take care of the crossing still this is a state highway. To draw up the specifications for Mt. View the cost would be approximately $1,500. Third Street cost would be $7,500. Approximate.
ADA Exit-Borough Hall Building: $1,500. In Legal and Engineering costs. Each project in the Borough Hall should be on its own.
Clossin Subdivision: How is this handled? Bill Clossin has an Escrow Account with the borough and when Engineering and Legal costs occur it is charged against that account.
Liquid Fuels Account: Looking forward to April there will be approximately $41,000. In that account which could also be used for various road projects. At the present, it is just being used for Street Lighting. Bernie read a letter stating what these funds can be/cannot be used for. This fund need not be advertised in the general budget.
Renovation of Borough Hall: Emergency Ramp: In concrete: $4,000.00 Cut thru wall and install door $1,800. Heating and Electrical work: $750.00 each. These figures are not final, just "ballpark" Toilet rooms will be in the addition. We now have the plans and the borough can apply for grant monies per Tom Snyder.
Building Renovation allocation is stated at $50,000.00 Borough probably can get Historical Grants. Central air/heat were discussed.
MOTIONED BY GILBERT WILLIAMS AND SECONDED BY PATRICIA KATONA IT WAS VOTED TO ADVERTISE THE PROPOSED BUDGET FOR 2001. ALL WERE IN FAVOR AND THE MOTION CARRIED.
Bernie mentioned the various donations that will be going out in 2001.
Council discussed zoning hearing fees, U & O, Land/Subdivision fees and various other fees.
Tom will check out neighboring townships/borough and see what their fees are. Pat mentioned that her borough has the zoning board applicant go to the Planning Commission first before going to a zoning hearing. Gib suggested looking at the municipalities that have extreme growth.
Copy machine is acting up, Bernie suggested getting an up to date computer. Tom suggested having a simple one also.
All business having been completed, the meeting was adjourned.
